Scott Lucas hits the nail on the head
I've been thinking the problem with the Rangers isn't just a GM/Manager issue over the last few years. I've always thought Hicks wasn't getting enought of the blame. And its not a payroll issue.

Nine months later, Hicks reassigned Hart. One year and nine months later, he fired Showalter before his extension began. Mull that one over.

But the reason why you might not see it much is that the other things (such as firing Hart or Showalter) are things which CAN be controlled to some extent.
Hicks continued ownership is not really controllable.
OTOH, linking to one of Scott Lucas's article is always a good thing.

And I'd also like to mention that in addition to what Req said, another of my three main issues with Hicks is his screwed up approach to managing his staff, his jacked up chain of command. The inability to stick with a plan and that problem (I suspect ego related) go hand-in-hand in his mismanagement of the team, intertwining with the money issues.
