That might be good, but..
Arsenal suffered after the loss of Vieira and they are going to suffer after the loss of Henry. I know he didn't play much this past year, but when he did he was a force. And as long as Arse has Fabregas healthy they'll always be in contention.
I'll just say that a strike force of Ljungberg, van persie and Adebayor doesn't put a lot of fear in the hearts of many defenses around the league. A lot of work to be done for Arsene, even if he had kept Henry, there were holes that needed to be filled.

Oh and Ljungberg? Come on, it's not 2002. While they are weak on the wing, they have at least two better than Ljungberg even if he's healthy, Rosicky and Hleb.
I don't know why they aren't spending money though. They sold off Vieira then Cole and this summer Henry and Reyes, among others, and the biggest money additions have been guys like van Persie and Rosicky (and I guess you'd count Gallas in there). Like you said, they have several holes and lack the kind of depth that the top two have. I don't get why they don't spend anything, especially if Wenger is staying and they aren't going into pay-off-the-stadium-immediately mode or something.
I should also say, after those reports came out yesterday, nothing has surfaced today. So it's no given yet that he is going to sign an extension.
