* The Rangers' top options at No. 17 are now Beavan and Tim Alderson. Wherever Beavan goes, he'll probably command top-10 money.
Beaven or Harvey sounds good, it would be nice to have them both there and have our choice of the two...

I always figured
I remember how ecstatic some were when he "slipped" down to us. The fact that got that kind or reaction made me seriously doubt the criteria scouts and some draft followers used.
For all the talk about five tools, and grading players, and timing speed, with any position player, it comes down to one question. Can he hit for average? Anyone who projects to be below the Mendoza line isn't going to bring a franchise any value, regardless of how fast they are, how strong their arm is, or how nifty their glove is or how much power they have.
If a prospect fails the "Can he hit for average" question, no use worrying about him until the tenth round or later.
If you think Heard is the worst pick ...
There are much worst picks the Rangers have made. Unfortunately, that list is a rather long one.

Donald Harris
Helluva college free safety. For a skinny guy he was fearless and would absolutely knock snot out of anyone coming across the middle.
Personality and intellect were kinda Mike Tyson-esque.
As a baseball player, he wasn't even worthy of being a starter at Tech. When he got drafted, the reaction among the football players was, "he plays baseball?"
That conversation starts and ends
Took him instead of a guy named Frank Thomas. Frank Thomas was a one dimensional player who was only able to hit.

The most obvious thing about the baseball draft is the attrition rate.
Are you scared the Rangers will fail in spite of a lot of picks in what is apparently a deep draft?

My point is
I doubt it will be more important than the day the franchise clinched its first playoff spot.
Out of the five picks, we will be lucky to get 3 contributing players, and its a better than zero chance we won't see a single star.
Reminds me of...
They signed a couple of solid defenders (although Henry wasn't very good), signed a decent but not great QB (Bledsoe), drafted one stud and 3 more starters.
It changed them from a bad team to an above average one. If they had really knocked it out of the park, they would be a great team.
I realize that it takes longer in baseball to turn things around, but I think the Rangers are at a similar crossroads. They should have money to spend in the offseason and they have lots of draft picks. How JD does in the next 12 months (1 draft with lots of sandwich picks, 1 draft with Top 5 picks, plus this offseason with money to spend) will determine how good this team is for the next 5 years.
