Nice to have something like that in one place.
Another compilation is at Baseball Digest Daily. Like last year they’re gradually posting prospect rankings for every team from various prognosticators. They don’t have any AL West stuff up yet, but they update it whenever a new list comes out:

Is it just me
or does someone else think Poveda could be taken in the rule 5 draft? Why wouldn’t a team like SD, SEA or KC draft him and see what he has in ST?
From Hindman…
Poveda pounds the strike zone with an average (but improving) fastball that has increased in velocity over the past 18 months (up from high-80’s to 92ish, touching 94 on occasion), a fast-improving slider and one of the dirtiest changeups in the system.
Nolan Ryan should be the Rangers president, GM, manager and pitching coach.

I absolutely think he could be taken
It would have to be one with an already strong bullpen with at least a couple young guys with options already in it. For one Poveda would be used almost exclusively in mop up duty. And if your pen does get a bit overworked you need guys with options so you can switch guys out to the minors for fresh arms.
However if you had asked me this last year or the year before the answer would have been 100% protect him because our other pitching prospects are such huge unknowns. But this year after seeing Feliz, Hunter, Holland, Main, Beavan, Kiker, and others go out and pitch I could stomach losing a guy like poveda if it happened. I don’t want it to but if we did I wouldn’t be coming on here saying the FO needs to be fired.

I think its better to leave him unprotected
In years past, the Rangers would do stuff like put him on the roster, then drop him off on June 4th because they need an emergency 5th starter and they just signed Dave Burba. Then he gets picked up in 5 minutes by some team with no depth and stashed on their 40 for the next two seasons
If you leave him off now, he has to remain on someone’s 25 all year – a much tougher threshold to pass. Keep him off.

If there was a chance of him contributing this year I would say give him the 40 spot but seeing as how, especially with the guys in front of him, it would take an incredible rash of serious injuries to even consider him I feel there is a better chance of us dropping him off the 40 before we use him this year

There are plenty of 5th starters already on the 40 man
Is losing Loe/Littleton/Mathis/Jennings that big of a deal to put Poveda on the 40 man? Starters that are on the 40 man as of now: Feldman, Gabbard, Harrison, Hunter, Hurley, McCarthy, Mendoza, Millwood, Nippert and Padilla. I think it’s worth it to take the chance on protecting Poveda, unless you think we’re going to need all 5 of those back-ups at once. Diamond and Rupe are also on the 40, not to mention that Poveda would be there too.

I'm not arguing that I'd rather have Loe than Poveda
I’m just saying that there is no point in protecting a guy if you think there is a legitimate chance (say >50%) that you’ll have to drop him off the 40-man in the upcoming season. If he’s added as the 40th man on the roster, then you’re basically saying that he’ll be the first to be dropped (otherwise, Loe or Littleton or whoever is actually the last guy added, and the decision to add him is really moot)
Now, if you think there is a good chance the Rangers will make a trade that opens up some 40 man spots, then you should definitely protect him.

The reason we won’t get rid of Mendoza is because of the success, no matter how fluky, Galarraga had this year. He was DFAd with options remaining and Detroit snapped him up hoping to just stash him and see if he developed. You don’t release guys with potential if they have options left unless you absolutely have to.

What has Loe ever shown you
to keep him? He’s pitched in the majors for pieces of 5 years and its not like he’s ever been more than a 1.5 whip guy with underwhelming peripherals.

I will begin a grassroots internet campaign to raise money so I can buy the Cubs before the draft then take him, trade him back to the Rangers for Whittleman and sell the team. My psyche can’t handle losing Poveda.

From Scott Lucas' over at Newberg Report...
50: Omar Poveda. The toughest decision, in my opinion, in terms of estimating the risk of him being swiped in the Rule 5 draft. Poveda just turned 22 and has yet to pitch in AA, not exactly a prime candidate for a Major League staff. On the other hand, he’s a legitimate prospect (albeit not in Texas’s top ten) and posted a 2.73 ERA and 24 strikeout rate in his last nine starts. A team that selected him in the Rule 5 draft would be doing so in the understanding that he’s essentially dead weight on the 2009 active roster. Texas could also leave him off the 40 and trade him before the Rule 5 draft, thus making the decision someone else’s problem.
My call: Vallejo, Mayberry, and Strop. We’ll see how that compares to Jamey’s 40-Man Roster Conundrum when his book drops.

Ortiz
is #1 on my under 19, 5-7 and under list. Besides the ht hurdle he still has years to go. Hamburger put up mediocre stats in SS, is inexperienced, pitched vs mediocre college talent, and will pitch his first full-season lg at 22. He may get it up to 95 and be a potential closer down the road but that is a long road. Lueke has an impressive bb/so ratio but gave up too many hits, has a below ave go/ao ratio, and had a .292 BAA in the second half.
It is a tentative list after all…
