Rangers sign former Rockie reliever as NRI
The Rangers have signed former Colorado Rockie reliever Pedro Strop to a minor league deal.
Strop's agent describes Thad Levine as "relentless" in pursuing Strop, who cleared waivers in September.
He's another Warner Madrigal, a former positional player converted to pitching, who projects as a setup man but who is still very new to pitching. He missed almost all of last season due to a stress fracture in the tip of his elbow.
Since it is a minor league deal, the 40 man isn't impacted.

Who cares?
Just as you’re not going to give Daniels a pass when someone who works for him makes a bad evaluation that leads to a bad trade or, say, DFA, this is Daniels’ deal, and Levine is doing his work. Just be happy that they’ve made a nice acquisition that has a chance to contribute quite a bit if he works out.

Good to see the Rangers not only picking up another promising live arm, but also remembering the most important edict in baseball: The 40-Man Trumps All.

YAY!
Great signing Rangers. I don’t think there’s a huge chance this guy becomes a stud, but he has the talent to do it. This is exactly what great organizations do, add high upside players like Madrigal and Strop wherever possible.
And
it shows that they’re being pretty vigilant at finding and pursuing these guys, too. They not only had to watch for someone like that to become available unexpectedly. They had to A) already know a good deal about him and like him (and Madrigal) B) leap into action the minute he became available C) convince him to change organizations for a relative pittance.
Stuff like this makes me feel there is a better chance at a sustained run of contending early in the next decade, like in the mid to late 90s.

What about the Rule 5 Draft?
If the Rangers signed Pedro Strop to a minor league contract, can’t some team claim him at the Rule 5 Draft next month? Last year, the Minnesota Twins signed R.A. Dickey to a minor league deal, and then about a week later Seattle took him in the Rule 5 Draft. Is there a chance the same thing could happen with Strop?

A player is Rule 5 eligible...
…if he’s got the requisite time as a pro and isn’t on a 40 man roster.
You can be passed over in the Rule 5 15 times, but if someone wants you the 16th time, you can be picked.

Yeah
and if not that, they would have used it as a recruiting tool, I’d think. Maybe they think that they have a good shot at sliding him through because he’s going to take well into the season before he would conceivably be ready to pitch in the majors. And between that and the fact that he really needs some more development anyway, maybe they think it doesn’t make a lot of sense to claim him. And while it’s easy to claim an unusable guy, it’s a little harder to go through the process of hiding him all year, as we saw with Castro.
But the flip side to all of that, given where things are now, is that – if his health outlook is good – he’s a more prominent prospect than all but about two guys they’d have to add. The injury aside, he’s a slam dunk 40 add.
But I agree, it would have to be a change of plans from their inital approach. I just don’t know why you’d be all over the guy, hunting him down the moment he cleared, if you were just going to turn around and expose him in almost the same manner that Colorado did.

In September there may not have been room. Right now, with all our free agents off the 40 man, there is room. This may be a case where we add him to keep him from being rule 5 eligible and then in Jan or Feb outright him to clear a spot. By then teams may not have room on their 40 for a guy like Sparr.
