Hart is to Blame
According to Fraley:
Though current Rangers GM Jon Daniels traded Danks, Volquez, Galaragga and Young, Hart was involved in those decisions in his current role as senior advisor to the general manager. Hart also takes the blame for dubious free-agent pitching signings such as Chan Ho Park, Jay Powell and Todd Van Poppel that figured in the Rangers losing their second- through fifth-round picks in the 2002 draft. That created a yawning talent gap in the system.

so hart is involved in all the bad trades and JD is involved in the good ones? No, JD has to take all responsibility for all moves. and if JD really did cede power to Hart for these moves, than the onus is still on him.
but, this is Fraley so I bet he is talking out of his ass.
Galaragga doesn’t even make sense – was Hart the one that said he should DFA him? Did he pick out the trade piece? I don’t believe it at all.

John Hart and don’t personally dislike him. But the second day he was with the Rangers, I posted (elsewhere) “There is a car with Ohio license plates at TBIA. It needs to be towed, and it’s owner deported from Texas, fast.” And it was just on a hunch that it was a catastrophic hire (Fraley be damned, hundreds of fairly intelligent people have known for years that Hart was a pretty sure bet to wreck the Texas franchise).
So in brief, John Hart is directly and personally responsible for global warming, famine in East Africa, concealment of the weapons of mass destruction, the increase in hurricane count and strength, the flooding in the midwest, the price of gasoline, the delay in tax rebates, the demise of a pope and two great comedians, the mortgage crunch, several inequitable divorce settlements, the devaluation of the dollar, and contaminants in goods from China … as well as Chan Ho Park.
