Any guesses for the rest of July?
Here is my guess at trying to figure out what it could be. Granted, this is what I think the RANGERS will do, not what I necessarily would do.

Saturday - July 19th @ Minn - Feldman
Sunday - July 20th @ Minn - Padilla
Monday - July 21st @ Chicago (WS) - Hurley
Tuesday - July 22nd @ Chicago (WS) - Mendoza (Harrison)
Wednesday - July 23rd @ Chicago (WS) - Millwood
Thursday - July 24th - OFF
Friday - July 25th @ Oakland - Feldman
Saturday - July 26th @ Oakland - Padilla
Sunday - July 27th @ Oakland - Hurley
Monday - July 28th vs. Seattle - Mendoza (Harrison)
Tuesday - July 29th vs. Seattle - Millwood
Wednesday - July 30th vs. Seattle - Feldman
Thursday - July 31st vs. Seattle - Padilla

Was thinking about this yesterday
It’s funny that they could actually have ample options if they could stay healthy in July/August, considering the scuffling they’re doing right now. If they’re healthy and not dealt, I’d rank them (as a guess, not in my own estimation):
Padilla
Milwood
Feldman (he’s earned it)
(McCarthy)
Hurley
Nippert (probably need to keep him up one way or another now)
Mendoza (still kind of anticipate him struggling as a starter, but I think he’s in line ahead of a few guys still…at least until he gets bombed again)
Harrison
Gabbard
It’s amazing how good outings by Nippert and Harrison against a crappy Angels lineup give a few warm fuzzies.

Feldman
I think everyone is way overrating him. His ERA+ is 93, which isn’t’ good.
I wouldn’t want him to take innings away from guys like Hurley, McCarthy, and Harrison in the second half of the season.
I also think you have Harrison too low, and that’s based just off the one start last night. I would put him ahead of everyone except the two high paid guys, Hurley and McCarthy.

Well I'd certainly
put Harrison ahead of Mendoza and probably Nippert if I were giving my preference. But they seem to really like Mendoza, and Nippert can’t go down, which is an advantage.
And I just don’t really agree on Feldman. He has had well more than his share of tough luck statistically, and he’s been very consistent for a young Rangers pitcher.

that's a pretty misleading stat...
...he hasn’t gotten much run-support, and he’s been at the helm a couple of nights the Rangers gloves didn’t show up…
something to think about… in 13 starts this season… Feldman has failed to get 5th inning… once.
and with the exception of his game against the Mets, he hasn’t let the opposing team score more than 3 runs since May 24th.
that’s why you start the guy.
