Tommy Hunter and the 40-man roster
With the promotion of Tommy Hunter to the major league roster and the passage of the 2008 trade deadline, the Rangers’ 40 man roster currently includes 44 players. Brandon McCarthy, John Rheinecker, Jason Jennings, and one other player (AJ Murray perhaps?) are on the 60-day dl. As many on this board have pointed out, Tommy Hunter’s promotion will mean that the Rangers will be able to protect one less player from the rule 5 draft, sign one fewer free agent, or keep one more player from testing the free agent market during the coming offseason. With an eye toward understanding what is likely to transpire before and during the winter meetings this year, below is the complete list of players on the Rangers 40 man roster categorized based upon whom I believe to be locks for the off-season roster, necessary to fill out the active roster, and potentially expendable.

Not included on this list are Omar Beltre and Alexi Ogando, whose visa problems are likely to restrict them from ever being activated. In parentheses for each player is his contract status for next. FA indicates that a player will be a free agent in 2009. For those players who are not under contract or eligible for free agency, the number of years that they are under team control is listed.
Unless there are trades, I see 26 players as locks to be on the 40 man roster when the winter meetings begin. 5 more players need to be resigned or replaced to ensure that Ron Washington has guys in the line-up and in the bullpen. That leaves 9 slots available on the 40 man roster. Among the remaining players on the current 40 man roster, I think it likely that Murray or Rheinecker will displace Guardado as the bullpen lefty and that Gabbard, Mathis, and perhaps Nippert will be kept on the roster. That would leave the roster at 34 players.
The remaining six slots are likely to be filled at least partially by players who are eligible for the Rule 5 draft or minor league free agency. Key minor leaguers whom the Rangers must add to the 40 man roster or risk losing to free agency or the rule 5 draft include John Mayberry, Nelson Cruz, Jose Vallejo, Omar Poveda, and Ben Harrison. Personally, I think that Mayberry and Poveda are locks to be added. With the remaining four roster spots, I expect the Rangers to:
(1) Sign a free agent starting pitcher
(2) Sign another bullpen arm
(3) Add Vallejo and Littleton to the 40
If this is how things work out, then the Rangers will be faced with waiving Catalanatto, waving goodbye to Ramon Vazquez and Eddie Guardado, and potentially losing Rheinecker or Murray, Cruz, Arias, Harrison, Loe, and Metcalf. Personally, I would like to see Cruz replace Byrd on the 40 and think it likely that all but perhaps Arias, Harrison and Murray or Rheinecker will pass through waivers or go unclaimed in the Rule 5 draft.
The Bottom Line
Hunter’s promotion this year is likely to cost the Rangers a player this winter. Depending on what trades or free agent signings JD is able to execute before or during the winter meetings, the quality of the lost player could be as high as a young pitcher, Frank Catalanotto, or Jose Vallejo or as low as Ben Harrison or Travis Metcalf. In addition, Hunter’s promotion is likely to limit JD’s ability to sign high risk/high reward guys like Gagne, Bradley, Guardado, Lofton, and Jennings which have often worked well in the past few years.

Mendoza had 3 options coming into the season. That’s part of the reason they kept him over Galarraga…they figured that, with Galarraga, they’d be in a Tejeda position next year, where he’s out of options but in limbo in terms of a role.

I think everyone from #34 up is safe
I also think at least one of the catchers will no longer be on the 40 man roster come spring training.
That drops you to 33. You add Vallejo and Mayberry (I don’t see Poveda going on the 40 man roster), that gets you to 35.
If Bradley (or someone else from outside the org) isn’t the DH, you’ll likely see Cat back and splitting that role with someone like Ramirez. Rheinecker could end up replacing Guardado as the bullpen lefty.
So I don’t think it will be a huge issue.

i wonder if you are right on poveda. I think teams will recognize him as a talent – only a question of whether they can hide him in a bullpen. I think it can be done – especially for a rebuilding team who thinks they are close.

Marlong Byrd is arbitration eligible. He will only have a little more than 5 years of service time after this year so we get the choice to keep him or not.
Of your list I would say Nippert, Mathis and Murray are alot closer to locks than expendable but could be sacrificed

I don't see the harm
Right now, the Rangers 40 man roster contains 20 or so pitchers. Of those 20 pitchers, probably only 10 of them would make the 40-man of a playoff team.
This is why I have never been annoyed at dumping Galarraga. Best case scenario at the time was that he may have had potential to be a #4 or #5 starter on a bad pitching staff – but who cares? No one on this team or anywhere else anticipated his performance this year.
This team needs better pitchers than Galarraga. It needs better than Mendoza, Gabbard, Nippert, Loe, Murray, and even Rupe. Millwood, Padilla, and Wilson should be competing to be the 4th best guy on the staff, not relied on to anchor it.
I don’t mind bringing guys up to the 40 if they have potential to bring quality to it. Tommy Hunter has that potential. Eric Hurley has that potential. The 40 may rule all, but don’t worry about how bringing a solid pitcher into the mix may knock off the dredges of major league pitching.

The value of Galarraga
Even if you assume that Galarraga is not worthy of a spot in the rotation of a championship caliber team, that does not mean that he cannot help a championship-caliber team. If the Tigers believed that they needed to add a player to win a championship and that Galarraga was not critical to their effort, then it is easy to imagine that Galarraga alone or in combination with a prospect could likely bring back almost any player in the league that a non-contender was trying to move at the trading deadline.
Odds are good that one or more of Mendoza, Gabbard, Nippert, Murray, or Rupe will have a good enough season next year to make themselves valuable trade chips for deadline moves. It is unclear which of these guys will step up next year, but it is essentially guaranteed that the more young pitchers you have the more likely it is that you will have something worth trading when you feel compelled to make a move.

Of course Galarraga's value is high now
But at the time JD dumped him, there was little to suggest that he’d do what he’s done this year. The Rangers were going to do exactly what you suggset – go into the season with a bunch of young guys and hope one of them catches fire. Unfortunately, the guy they let go got hot and the guys they kept didn’t.
But the Rangers have been playing the “high-upside, failed to do much so far, 25-year old” lottery for years now, and it has left them with a worthless pitching staff. I’m tired of playing that lottery

they shuld have tried to move him. He’s not this good a pitcher, and they could flip whatever trash they gave us into a pretty nice player or two right now. Maybe they’ll move him in the offseason – Dombrowski has a good history of getting good years out of guys and letting them go before they fade away

Three Who Won't Be Here
In order of first to go…
1) Catalanotto – I don’t think he’ll be back.
2) Loe – Maybe he’s cool to hang out with, but he’s not a major league pitcher. Judging from his recent AAA numbers, he might not even be a high minor league pitcher.
3) Jennings – Not-even-one and done.
Since we’re speculating on what the 40 man will look like, whatever happened to our other reclamation project this Spring, John Patterson? Last I heard he was with the Redhawks, but he’s since disappeared. Was he shut down for the season or cut by the Redhawks?

I also don't think it wil be a problem...
We will most like trade a catcher plus others for a pitcher at some point this off-season, and we have a lot of fat at the end of our 40 that would not hurt my feelings if it was trimmed off.
Loe, Metcalf, Rheinicker, Arias…I don’t think they have a major future in MLB.
I think Duran takes the place of vazquez in becoming the utility IF that plays a few times a week.
Bradley may sign here….but if not MaxRam will DH.
Cat probably won’t be back.

I’d say he’s close to being a lock at not getting the innings pitched to trigger the team option year in 2010, and there’s no way the Rangers pick up the team option in 2010 unless they force him to with his innings pitched.

And if he does, he’s got enough value that his contract isn’t a problem. If nothing else, you can send him to another team that wants a veteran middle of the rotation starter for one year.
Carlos Silva got 4 years, $44 million last year as a free agent. Someone would take Millwood for 1 year, $12 million.

He’s worth the commitment for his option if we can trade him for value next year. No one will give us anything for him over the winter, since he hasn’t proven himself on the field at all this year. I doubt we will sell him that low or outright decline his option.
