Feliz #2 Smoak #9 on BA's PCL Top 20
One of five players the Rangers acquired from the Braves for Mark Teixeira in mid-2007, Feliz reached the big leagues in only his second year of pitching in full-season ball, joining the Rangers' bullpen in early August. In his first 12 games with Texas, he allowed just seven baserunners and one walk while striking out 28 in 22 innings.
Feliz went 3-5, 3.86 as a starter for the Redhawks before converting to the bullpen in late June in anticipation of his callup. Most PCL observers felt Feliz could succeed as a starter, though some had reservations about his command. All were in agreement that he has tremendous stuff, headlined by a lively four-seam fastball which sits in the high 90s and routinely touches 100 mph.
Just as impressive, Feliz delivers the ball with an effortless delivery that makes it look like he's just playing catch. He complements his fastball with a biting curveball and has some feel for a changeup.
"It's such an easy 96 (mph) fastball, it's just ridiculous," an American League scout said. "When you're that athletic, you can do so many things. He could probably pitch with more effort and still have good command."
Smoak had more trouble catching up to the PCL than fellow 2008 draftees Posey and Wallace. After batting .328/.449/.481 in Double-A, he hit just .167/.267/.244 in his first 20 games at Oklahoma City after being promoted in early July. He was much better in August, though his power never really got untracked.
A switch-hitter, Smoak has a mature approach and uses the whole field well. Though PCL pitchers made him look pretty raw at times, he still projects to be at least an average hitter with 20-25 home run power in the majors. He has good strength and will take a walk when pitchers won't challenge him.
Smoak doesn't have a lot of speed or athleticism, but he should be a solid defender.

I thought because he eclipsed the AB requirement in the big leagues, that he wasn’t eligible to be considered for this?

Who really cares what they take into consideration?
Whether Smoak Borbon is ranked 9th or 90th doesn’t change the W-L results any and regardless of where he is ranked.

Joseph (Fort Worth, TX): No Julio Borbon? What did people have to say about him?
Jim Shonerd: Got some mixed reviews on Borbon. He’s a big leaguer defensively, with great athleticism and a well above-average arm. He showed he can make hard contact consistently, but doesn’t offer much power and has some holes offensively, in spite of the numbers he put up.
He obviously doesn’t know that much about Borbon, because he has a 30-40 arm on the 20-80 scouting scale.

What a bunch of crap.
I don’t know who Shonerd is but clearly he does know anything about Borbon or I should say he knows the exact opposite of reality. The kid has the arm of little leaguer, his routes have been called into question and he left the yard like 3 times on the call up. I’m not saying he’s gonna be a power hitter, but he can hit a homer a la Ichiro.

Sounds negative to me,given all of the praise which has been heaped upon Smoak this last year. Maybe we need to give him more time in AAA, but the Chris Davis situation may not allow that.

Do they mean “average hitter” as in “not any better than the league average” or “guy who hits for average”?
I’ve seen “average hitter” used in the latter form, in which case it’s meant as praise.

pretty much demands that Smoak stay in AAA and we find a good, high OBP DH.

I think Smoaks AA numbers will bump him above those guys
This list was solely AAA so hopefully they take his season as a whole into consideration

Blanks won’t qualify, but I agree and can think of loads of cases of that this year. They assign a lot of the leagues out to guys who don’t really have a vote on the top 100, and those guys also talk to just one group of scouts and coaches to make these rankings, as opposed to all of the scouts who see them. More work than ever is farmed out to guys who I’m not sure have demonstrated the same sort of ability to assimilate industry opinions and put the whole picture together.

For a long time
I was a Smoak doubter, mostly because I wasn’t at all sold on his power. Since then, though, I’ve become more confident about his ability to hit power, and It’s not just something deduced by loking at his scouting reports.
Look at his batted ball data.
The first thing that jumps out is the tremendous LD rates he posts (28% in AA, 25% in AAA). The second is very high GB rates, 43% and 49%.
What does this say to me? That right now, Smoak’s not hitting for power because he’s not concerned with hitting for power. He isn’t swinging for the fences-virtually ever (Under 30%). I’m confident that with the natural ability scouts saw in college (And was obviously present in the World Classic Thingy, albeit against Italian pitchers we will never hear of again) is not a mirage, and this year will be looked upon as an anomaly.
I like steak.

3/0/0/0/2/2 for Surprise. FB was 93-96, threw a few changes at 82-84, curve velo was a bit spotty ranging from 69-78. Jason Cole said to watch for his curve velo and it’s pretty clear why.

I’m writing the last instructs report today, which includes an instructs start I saw from Gutierrez. His curve was mid-upper 60s and a few of the scouts were commenting on how much loopier the curve was from the regular season in Wilmington. They were saying he didn’t appear to be the same pitcher.
The reason for that–I’m not sure. But the curve velocity was back up to normal today (mostly 72-75, but anywhere between 69-77). Maybe it was just an off day. Maybe he was just working on a slower curve to complement his harder curve. It was the first time I’d seen him, but he didn’t break off any mid-70s curves in that three-inning start.
