He’s got some talent, keep in mind he has only been a pitcher for a few seasons after being converted from a position player.
Just read this from the Newberg report after signing him
In 13 innings for Casper of the rookie-level Pioneer League in 2006, Strop brandished a mid-90s fastball with late life, a plus slider, and a nasty splitter, giving him (as Baseball America described it) “three swing-and-miss pitches.”

So if Strop improves his control and beltre improves his plate discipline whos the better prospect?

Strop can be much more effective with just a little bit more control. Beltre has a long ways to go, and seems more like a longshot at this point to me.

The Thing About Beltre...
When the vote for #14 was going on, you made a note that Engel Beltre had led the Midwest League in hits in 2008. I think that’s right, but for some reason, when that was being mentioned last year, it actually discouraged me about his prospects. When something like that is played up, I’m always unsure if it’s hiding a deficiency in a guy’s game.
In 2008, Beltre was healthy, played the entire season in the Midwest League, batted leadoff about 95% of the time, and walked about 2% of the time. A guy who does that should lead the league in hits.
When the writers started playing up Beltre’s leading the Midwest League in hits, it made me think about the times when there was a lot of talk about German Duran’s defensive versatility and how he was going to even try his hand at catcher. It seems that all that talk just hid the fact that Duran wasn’t good enough to be talked about as someone who could cement a spot in the lineup.

Beltre doesn't have that long
and Strop has only been pitching in professional baseball as long as Beltre has been in our system

I think Strop is too high as well. With the depth of talent in the Rangers prospect ranks, I have a hard time
with a reliever ranking this high. I can imagine a reliever who would have a clear chance to be a dominant closer being ranked this high. For example, if Scheppers were being considered as a reliever by the Rangers, I think he would be a great fit in the 8-12 rank. But, Scheppers will be developed as a starter, so he’s much higher in the ranking. Strop is not in the same class as Scheppers. I think of Strop as ranking somewhere in the 18-22 range, once we get past all of the high ceiling position and starting pitching prospects.

Proximity matters. The idea that he could refine his command enough to be a late innings guy, perhaps taking Feliz’s spot, is what so enticing about him.

went with Poveda here
he has been successful at every stop. this year in AA was his first in which his K/9 took a hit. He’ll be in AAA next year, and like everybody else in our system, he’ll be young for his league.

age is a big factor to me

I really like Moscoso
and he is quite good at missing bats, but he is 4 yrs older and his health is still a question mark, but I could go with either one here as he finally made it through a full season with 126 IP, by far the most innings of his career. His numbers are probably some of the most impressive left by any of our prospects. Injuries are a concern especially with pitchers. (*disclaimer: although Scheppers gets rated quite high based on stuff, so based on stuff Moscoso could easily be voted here)

Ok, so here's the scenario:
Say sometime in June, the Seattle weather finally gets to Ichiro and he suddenly goes off the deep end and believes he is a Samurai, indiscriminately whacking at Rangers starting pitchers’ arms. All of a sudden, most of the starting rotation is on the DL and you need to go into your minor league depth.
Who gets called up first? If left in the rotation, who would do better this year, Poveda or Moscoso?
If Brad Pitt is playing Beane who do you want playing you?

It's not just about who would be the first callup
in that scenario — Scheppers and Perez would be less valuable than Moscoso.
although, it is really funny picturing Ichiro losing it and going samurai with his bat. I’ll just hope that he does it to the Angels instead.

Guys like Boscan don't have much room for error
The scouting reports on Boscan have never made him out to be one of the system’s most talented pitchers. What he did have to go on though was that he was getting the results you’d want from any pitcher and was still young. Like NothinG said, he got hurt and then didn’t get the results anymore. Without the numbers backing him up, Boscan doesn’t have much over the other guys on this list.

With CG cutting checks this summer, draft day might take on a different flavor – confidence that we can sign any talent that’s demanding overslot money. Maybe we don’t have to be as prudent with the carryover pick as we thought we would need to be – taking the sting out of the Purke-fail a little.

Beltre vs. Velazquez.
Velazquez is about a 1.5 years older than Beltre due to being an idiot in Puerto Rico but is also said to be a 5-tool player (gets thrown around alot). At least Rangers scout Frankie Thon said this in this article:

Seems to have a fair amount of power and gets on base (.296/.363/.514 mostly in Spokane).
I know Beltre’s struggles (.223/.278/.318 mostly in BAK) are well documented but is said to have enormous potential and is possesses 5-tools (there is that phrase again).
For the much more knowledgable, how much difference is there between these two in regards to being a prospect?
