It's not plagiarism at all.
If it was, all rock-n-roll music would be considered plagarism. It has hints of country and blues. Blues has hints of African music. The African guitar beats were made famous by Bo Diddley. So, he would be the original plagiarizer. Bow Wow Wow was known for it’s use of African beats in it’s music. This song in particular was originally by the Strangeloves or something like that. Bow Wow Wow covered it and stayed as true to form as they felt they could. All this is is taking influence and using it to make your own distinct sound.
Interestingly, I found out that the band, minus Annabella Lwin, were the band for Adam and the Ants.

This was considered New Wave.
The punk scene hated New Wave. They considered it poseur music. Ironically, Bow Wow Wow was created by Malcolm McLaren, who created the Sex Pistols.
