Kevin Kennedy said this about Padilla after having a conversation with some contacts in the Rangers. He wouldn't give specifics about what was said, but mentioned that other execs will find out this information. Kennedy hinted that this information will keep Padilla from signing on with another team.

Pitching is just too scarce for someone to pass up Padilla for prorated minimum after he passes through waivers.

I think if he signs on with the Dodgers or Brewers, a lot of his "attitude problems" will go away

Waivers...
So, once he passes waivers, the Rangers gain the right to trade him.
And the only way he gets claimed on waivers is if a team is willing to pay his current salary.
Lastly, he gets released if no one claims him or trades for him. Right then, he’s basically a free agent, able to sign with the highest bidder.

Yeah
but high bidder really doesn’t matter, because whatever salary he gets basicly goes to the Rangers, who are on the hook for his salary.
So, most likely the announced deal will be minimum, but it goes to the Rangers, and the Rangers pay him the remainder of his contract.
