Borbon's Arm

I know that I lot of negative things have been said or written about Borbon and his arm, but I was at the game last night and I saw what had to be the weakest throw ever in the game of baseball.  When Martinez drove in Drew in the bottom of the first, the ball went all the way to Borbon.  He scooped it up and "threw" it back to Andrus.  Honestly, the ball went no further than half the way between Borbon and Andrus before hitting the ground and literally rolling the rest of the way to the infield.  I don't know if you guys saw that on TV, and I'm not about to go through the GDT to find out.  Also, when throwing between innings, all the players' throws would be low and hard except for Borbon.  His were always slow and with a high trajectory.  At one point, every throw from Borbon to Hamilton bounced during the break between innings.

I know, sample size and all, especially since this is the first time I've seen Borbon this year.  I'm wondering what your impressions have been so far of his arm?  Is there a defensive metric that measures arm strength/accuracy?  Sadly, this is one of the many things that that worried me last night.
