When are the Rangers going to get Alexi Ogando some at bats?

I thought pick-offs went under the heading of caught stealing.
Judy doesn’t have a caught stealing (I know Murph was thrown out yesterday but Judy was picked off on Tuesday).
Judy also doesn’t have any stolen bases.

Murph was Borbon's "collateral damage" yesterday.
He would not of gotten caught stealing if boneheaded Borbon wouldn’t of gotten caught in a run down again. They should put that cs in Borbon’s stats. His stupidity is trickling down to other players stats.

based on which bag he gets tagged out at and how he gets tagged. If he gets picked and breaks directly to second base without stopping and gets tagged, that is a caught stealing. If he is tagged going back to 1st base or in a rundwon, that is considered getting picked off.

I’m trying to come up with a way to calculate a weighted road park factor; or some way to account for park effects on the road other than assuming that they play neutral relative to the home park. I think it might explain part of the supposed home/road split for the Rangers (we play the vast majority of our road games in cavernous parks), and also might explain Matt Cain defying xFIP both home and on the road (most of his road games come in pitcher’s parks, as well as his home park being a pitcher’s park).
Any suggestions on how I might go about doing this?
