Rangers don't give players best chance to win?

So I just read something on Grienke saying that the Dodgers gave him the best chance to win and it got me kind of upset and thinking about it; why do all of these free agents think that the Rangers don't give them a good chance to win? The Rangers have only been to the World Series twice in the past 3 years, yet we are continually spurned by the top tier pitchers because of the perception that other teams give them the best chance to win.

Cliff Lee went Philly over us with that same thought process and they have done NOTHING since then. Now you have Zack Greinke doing the same thing and I don't understand it. With all that money the Dodgers spent last year, they STILL missed the playoffs. I don't really see them being that much better this year as they are depending too much on bounce back years from older players.

So what does everyone else think? Why does it seem like the Rangers have this stigma of not giving players the best chance to win, specifically pitchers?
