Weird roster decision of the day

I just learned that the Los Angeles Dodger bullpen includes:

Russ Ortiz

Ramon Ortiz

Jeff Weaver

Three washed-out starters who were last thought to be okay back around the time Alex Rodriguez and Rafael Palmeiro were Rangers. 

I'm struggling to think of how, in your roster construction thought process, you come to the conclusion that both Ortizes and the lesser Weaver are worthwhile members of your 25 man roster.
