Maury Brown has posted online copies of the MLB Constitution and MLB By-Laws. As Maury explains:
Both of these documents are not released to the public and go into exceptional detail into how the powers of the Commissioner function, physical territories of each club, and everything from how tickets are allocated to clubs and executives for the World Series, minor league agreements, and much, much more.
I suspect these documents are part of the filings in the Rangers' bankruptcy case, again highlighting how having this go to court results in information getting released that MLB wants to keep private.
