The Rangers have claimed outfielder Rafael Ortega off of waivers from the Colorado Rockies according to John Blake:

Ortega, 22, was an international signing by the Rockies out of Venezuela in 2008 and made his MLB debut in 2012. The speedy centerfielder began the 2013 season ranked 15th among Rockies prospects according to Baseball America.
In 2013, he hit .228/.315/.297 with one home run, 10 RBI, and 9 stolen bases in 42 games at Double-A Tulsa. His season ended on June 20 after sustaining a hairline fracture of his shin.
As Blake noted, the Rangers' roster now stands at 39 players.
