Per Ben Badler, the Rangers have signed Francisco Cespedes, an 18 year old lefthanded pitcher from the Dominican Republic, for $750,000.

Everything I know about Cespedes is in the Badler article linked, so go ahead and check that out.

Cespedes will count towards the Rangers' 2012-13 J-2 signing class, and his bonus comes from that pool, so it does not affect, from a spending cap perspective, their ability to spend money in this coming 2013-14 J-2 class.
