Rangers aren't making a qualifying offer to Mike Napoli.

Rangers GM Jon Daniels: "We'd like to have Nap back but at the predetermined figure we weren't comfortable there."

The Rangers have deemed the possibility of Mike Napoli accepting a one-year $13.3MM offer as too risky for what they perceive is his value in 2013 and have declined making the qualifying offer to Napoli. That leaves the Rangers with Geovany Soto behind the dish currently, and should Napoli now sign elsewhere, the team would not receive a compensation pick.
I'd imagine the Rangers will continue to talk with Napoli about a deal for less than the $13.3MM but Napoli is free to browse around for multi-year deals or to simply pick the team he wants to play for. (Or, you know, sign for the most money somewhere.)
